BBC Gaza Documentary Considered a 'Serious' Infringement of Media Rules, Says Ofcom

The BBC was found to have committed a "serious breach" of broadcasting rules by not revealing that the narrator of a programme about the Gaza conflict was the son of a Hamas representative, according to UK media regulator Ofcom.

An investigation by the media regulator into the programme Gaza: How to Survive a Warzone has determined that the documentary was "materially misleading".

The head of the BBC had already issued an apology, stating there had been "a serious error in relation to factual correctness".

Ofcom has ordered the broadcaster to broadcast a prime-time announcement about its decisions.

"Given this constitutes a serious breach of our regulations, we are instructing the corporation to transmit a statement of our findings against it on BBC2 at 21:00, with a schedule to be confirmed," it said.

'Possibility to Damage Trust'

The authority's report declared: "Our probe determined that the programme's lack of disclosure that the narrator's male guardian held a post in the Hamas-administered authority was substantially inaccurate.

"This implied that the viewers did not have essential details which may have been very significant to their assessment of the narrator and the content he presented.

"Credibility is at the core of the connection between a broadcaster and its audience, notably for a public service broadcaster such as the public broadcaster.

"This failing had the possibility to erode the exceptionally strong degrees of credibility that audiences would have invested in a BBC factual programme about the Gaza conflict."

The documentary was removed from the online platform in February after the narrator's family links came to light, and in the month of July an corporation's own inquiry determined it violated the organization's content policies on truthfulness.

A BBC spokesperson said: "The regulator's decision is in agreement with the conclusions of Peter Johnston's review, that there was a significant failing in the film in relation to the BBC's Editorial Guidelines on accuracy, which aligns with clause 2.2 of the authority's broadcasting regulations.

"We issued an apology for this and we agree with the authority's determination in complete. We will adhere to the directive as soon as the schedule and language are confirmed."
