'Candy game'

The prosecutor, presenting evidence, detailed Ruben's offending to the judicial body.

She stated his victims were under-privileged children who were staying at a youth camp which he managed.

Ruben played a "sweet game" with the children, the prosecutor stated, in which he would enter the children's bedrooms when they were settling down and request they to consume candy "as quickly as they can".

She stated to the judge Ruben had engaged in this activity with the boys "repeatedly", and children had previously become sick the next day.

She explained the man had been successful in rationalizing this repeatedly as the minors being "overexcited from fun", until his stepson had suspicions in recently.

The prosecutor continued: "Recently" his stepson had concerns about the situation, with valid cause.

"They chose" to have a look in the man's possessions."

The prosecutor said materials including infant oil, Vaseline and medical needles were located, and his stepson contacted the authorities about his suspicions.

She explained the man proceeded to engage in the "candy game" with six children that night - July 26th - and they were all sick the following morning.

"Law enforcement" had not responded by that stage," she added.

The regulatory agency, the investigative body, had stated that it was examining law enforcement's management of the events.

The prosecutor explained the children were struggling to walk due to being ill, so the family member contacted the law enforcement a second time.

She explained the man then conducted the "sweet game" in a area of five minors.
