Senate GOP Back Trump's Proposal to Overhaul Affordable Care Act

American senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators proposed a proposal toxic to Democrats: scrapping the ACA, called Obamacare.

Growing Consequences of Government Shutdown

The impact on Americans from the longest shutdown of the federal government in history deepened on Saturday, as federal workers went unpaid, airlines were compelled to ground planes and SNAP benefits have been postponed for forty-two million Americans.

Trump's Plan from Golf Course

As weekend session got under way, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's proposal on social media, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to insurance companies and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Response

Opposition senators shared alarmed reactions to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another lawmaker responded to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an willingness to an developing proposal from a handful of moderate Democrats to end the closure in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans rejected an offer to reopen the government and extend the subsidies for a year.

Another leading Democratic senator persisted in arguing that Republicans should agree to a 12-month continuation of the payments before negotiating the long-term of the subsidies.

"Inaction is irresponsible because citizens will go into debt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Political Situation

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several observers suggested that the essence of such a proposal would remove the ACA's requirement that carriers cover patients with pre-existing conditions.

After his golf outing, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that was unsuccessful to secure enough support in 2017.
