Sheff Wed Deals with Major Issues, Says New Football Authority

'We are going to be a part of football's future' - football oversight chief the regulator's chair

The Championship club's ongoing struggles constitute a "major concern" and the new football authority is aiming to acquire authority to examine team situations in comparable cases, its new chair David Kogan has declared.

In a wide-ranging interview, the chairman, who was appointed on Monday, voiced concern towards Wednesday's fanbase.

Kogan met with four fan organizations representing the South Yorkshire club this week.

The football club have been struggling on and off the field in 2025, with the club missing wage payments on multiple instances, including in the autumn.

"Obviously the club has become a significant problem for EFL and a major challenge for the sport," the chairman stated.

"The club represents one of the iconic names for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases brought to our attention if they need to be investigated and addressed."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the Thai businessman stated during the off-season he would be willing to sell up at their home ground, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, preventing the club from carrying out any player acquisitions for the following recruitment periods, although the ban was rescinded in the end of the transfer window.

Authority's Position

The regulator explained: "The position was created for the Owls followers, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in many cases.

"I have absolute sympathy for the club's situation, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the supporters."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is begin intervening in an individual club, an individual owner, without having the opportunity to collaborate with that owner to try and resolve the problems affecting the organization and the chairman's encountering," the regulator explained.

"But the truth is, when you review the record of the sport, over the past few decades there have been some owners, not many, but particular people who have shown negligence in the manner they have operated their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to lay out the remit of the authority recently and insisted it was a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the football community fails, the extraordinary progress that's been made necessary will vanish swiftly," the regulator warned.

"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"Substantial financial resources flowing into the game and has been channeled for the recent generations, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an financial organization of the top division.

"As someone who appreciates the concern of undermining the Premier League as a premium product of England. But at the same time, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in recent years.

The official donated money to government minister Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any form of political activity."
